Tactics
The primary function of the Water Arrow is to put out light sources. To extinguish a torch or fireplace, simply aim at it and fire.
When the arrow makes contact the elemental crystal shatters and releases water, putting out any light source close to its point of impact. They do not, however, have any effect on lamps, lanterns, and other electrical lights.
Water arrows can also be used to dispatch Undead adversaries in Thief: the Dark Project. This only works when they are sanctified with Holy Water, which converts your remaining supply into Holy Water Arrows. The blessing only lasts for 30 seconds though, so be sure to apply it strategically.
Another application of Water Arrows is cleaning blood stains. Whenever a Human is killed they leave behind a pool of blood. Even if their body is hidden, other enemies will get very suspicious if they encounter the blood.
Rather than take that chance, it is often safer to use a Water Arrow to wash away any evidence of an assassination. This trick is mainly useful when a mission or side quest requires killing.
And lastly, most Mechanist Constructs have a rear exhaust that can be shot with a Water Arrow to disable them. Smaller Worker bots can be dispatched with one arrow, while larger Combat and Spider bots require two.
