Noisemaker Arrows have been specially engineered to create a noisy distraction when shot. A hollow tip filled with ball bearings ensures a loud rattle will be produced wherever the arrow lands.

Tactics
Be careful when utilizing Noisemaker Arrows, as they produce such a racket that any enemies who hear them will be on high alert. Unlike a calm, patrolling enemy, alerted enemies may suddenly change their path or turn around, making it more difficult to blackjack, backstab, or sneak past them.
In some instances the uproar can even bring additional unwanted enemies to the player’s vicinity. For these reasons, it is wise to first consider if simply sneaking by could be the safer option.
In Thief: Deadly Shadows, Noisemaker Arrows rely on timing rather than impact to generate noise, and will start sparking a moment after being shot.
Though by far the best option, Noisemakers aren’t the only arrows that can be used for distracting enemies. Fire Arrows create explosions that are fairly loud. If your goal is to distract a single nearby enemy though, consider using a Broadhead Arrow which makes a quieter but still audible sound.
