Overview
Truart oppressed the people, collected bribes, implemented outrageous taxes, brutally suppressed crime, and held a personal grudge against Garrett. Truart regarded the law not as an end in itself, but rather as a means for those with power to control those without it.
He lived on his family’s estate, and while his father was a devout supporter of the Hammerites, Truart was not particularly religious himself. Despite the Mechanist security upgrades to his estate, he opted not to convert the family’s Hammerite chapel.
Career
Despite his corruption and questionable morality, Truart dramatically modernized the City Watch, improving its efficiency and introducing new policies and procedures.
While not all of the officers were up to speed with his new system, Truart’s reformation efforts and close links with the Mechanists resulted in the Watch headquarters at Shoalsgate Station wielding new technology.
His two lieutenants were Mosley and Hagen. Although Truart ended up distrusting Mosley due to her insubordination when given orders to retaliate against the Pagans, he still felt she was a much better officer than Hagen.
Death
Truart was eventually killed in his bedroom by a Pagan agent which Garrett discovered when attempting to learn who ordered Truart to kill him.
According to one officer he had many enemies and no one in the Watch would be sorry for his death. It was later revealed that Truart was hired by Karras to go after Garrett and the Pagans.
